The North Dakota Educators Service Cooperative (NDESC) is a joint powers of North Dakota school districts, multi-district special education units, cities, counties, other governmental agencies and nonprofits organized under the provisions of Chapter 54-40.3 of the North Dakota Century Code. NDESC has a joint powers agreement with Lakes Country Service Cooperative, participant with the Cooperative Purchasing Connection. NDESC works in conjunction with the Cooperative Purchasing Connection (CPC) to solicit vendors through a formal Request for Proposal (RFP) and Invitation for Bid (IFB) process. RFPs are conducted and submitted for NDESC through CPC, while IFBs are conducted and submitted on a national level through our affiliated partnership with the Association of Educational Purchasing Agencies (AEPA).
AEPA is a multi-state (29) nonprofit organization made up of service agencies through a Memorandum of Understanding between all participating states.
